WeBase HAKATA Hostel Terms and Conditions for Accommodation
Article 1. Scope of Application
- Contracts for accommodation and related agreements to be entered into between the WeBase HAKATA Hostel (Hereinafter referred to as “the Hostel”) and the party to be accommodated (Hereinafter referred to as “the Guest”) shall be subject to these Terms and Conditions. Any particulars not provided herein shall be governed by laws and regulations (“laws and regulations”, or those based on laws and regulations. The same shall apply hereinafter) and/or generally accepted practices.
- In the case when the Hostel has agreed a special agreement with the Guest in so far given that special agreement does not violate public order and good morals, the special agreement shall take precedence over the provisions of these Terms and Conditions, notwithstanding the preceding Paragraph.
Article 2. Application for Accommodation Contract
- The Guest who intends to make and application for and Accommodation Contract with the Hostel shall notify the Hostel of the following particulars:
(1) Name of the Guest(s).
(2) Date of accommodation and estimated arrival time.
(3) Accommodation chares (based in principle on the Details Accommodation Charges listed in the Attached Table no.1)
(4) Other matters that the Hostel deemed necessary.
- If the guest requests to extend their stay during their stay, beyond the date in item (2) of the preceding Paragraph, it shall be regarded as an application for a new Accommodation Contact at the time when such request is made.
Article 3. Conclusion of Accommodation Contracts, etc.
- An Accommodation Contract shall be deemed to have been concluded when the Hostel has appropriately accepted the application as stipulated in the preceding Article. However, the same shall not apply where it has been proven that the Hostel has not accepted the application.
- When an Accommodation Contract has been concluded in accordance with the provisions of the preceding Paragraph, the Guest is requested to pay an accommodation deposit set by the Hostel within the limits of Basic Accommodation Charges covering the Guest’s entire period of stay by the date specified by the Hostel.
- The deposit shall be first used for the Total Accommodation Charge to be paid by the Guest, secondly for cancellation charges under Article 6, and thirdly for reparations under Article 18 as applicable. The remainder, if any, shall be refunded at the time of payment for Accommodation as stated in Article 12.
- If the Guest fails to pay the deposit by the date as stipulated in Paragraph 2, the Hostel shall treat the Accommodation Contract as invalid. However, this shall apply only if the Guest has been notified of the deposit payment deadline by the Hostel.
Article 4. Special Agreements Requiring No Accommodation Deposit
- Notwithstanding the provisions of Paragraph 2 of the preceding Article, the Hostel may enter into a special agreement requiring no accommodation deposit after the agreement has been concluded as stipulated in the same Paragraph.
- In the case when the Hostel has not requested payment of the deposit as stipulated in Paragraph 2 of the preceding Article and/or has not specified the date of payment of the deposit at the time the application for an Accommodation Contract has been accepted, it shall be treated as though the Hostel has accepted a special agreement prescribed in the preceding Paragraph.
Article 4-2. Request for Cooperation in Infection Control Measures at Facilities
The Hostel may request cooperation from the person who intends to stay at the Hostel in accordance with the provisions of Article 4-2, Paragraph 1 of the Hostel Business Act (Act No. 138 of 1948)
Article 5. Refusal of Accommodation Contracts
The Hostel may not accept the conclusion of an Accommodation Contract under any of the following circumstances. However, this paragraph does not mean that the Hostel may refuse accommodation in cases other than those listed in Article 5 of the Hostel Business Act.
- When the application for accommodation does not conform with the provisions of these Terms and Conditions.
- When the Hostel is fully booked and/or there is no vacancy.
- When the Guest seeking accommodation is deemed liable to conduct themselves in a manner that will violate laws or act against the public order and good morals in regard to their accommodation.
- When the person who intends to stay at this Hostel is deemed to fall under any of the following items (a) through (c).
(a) Organized Crime Groups as defined in item 2 in Article 2 of the Act on Prevention of Unjust Acts by Organized Crime Groups (Act No.77 of 1991) (Hereinafter referred to as “Organized Crime Groups”), members of organized crime groups or persons related to organized crime groups, or other antisocial force.
(b) A corporation or other organization whose business activities are controlled by an organized crime group of a member of an organized crime group.
(c) A corporation in which any of its officers is a member or an organized crime group member.
- When the person is behaving in such a manner as to be an annoyance to the other guests.
- When a person who intends t to stay at this Hostel is a patient, etc. of a specified infectious disease as defined in item 2 Paragraph 1 in Article 4-2 of the Hotel Business Act (Hereinafter referred to as “Patient, etc. of specified infectious disease”).
- When a violent act of demand is committed or a burden exceeding a reasonable range is demanded with regard to accommodation Excluding cases where the person seeking accommodation request the removal of social barriers pursuant to the provisions of Paragraph 2 of Article 7, or Paragraph 2 of Article 8 of the Act (Act No. 65 of 2013. Hereinafter referred to as the “Act on Elimination of Discrimination against Persons with Disabilities”) on Promotion of Elimination of Discrimination on the Basis of Disability.)
- When the person who intends to stay in the Hostel has repeatedly made a request to the Hostel as specified in Article 5-5 of the Enforcement Regulations of the Hotel Business Act as a request whose burden is excessive in its implementation, and which may seriously impede the provision of accommodation-related services to the other guests.
- When the Hostel is unable to provide accommodation due to calamities, malfunction of facilities and/or other unavoidable reasons.
- When the case falls under the provisions of the Fukuoka City Hotel Business Ordinance for Enforcement Article 10.
Article 5-2. Explanation of Refusal to Conclude an Accommodation Contract
The person who intends to stay may request the Hostel to explain the reasons for its refusal to enter an accommodation contract in accordance with the preceding Article.
Article 6. Right to Terminate Accommodation Contract by the Guest
- The guest is entitled to terminate the Accommodation Contract by notifying the Hostel.
- If the Guest has terminated the Accommodation Contract in whole or in part due to causes for which the Guest is liable or any reason attributed to it (This shall applies only in the case when the Hostel has requested payment of the deposit during the specified period as prescribed in Paragraph 2 of Article 3 and the Guest has terminated the Contract before the payment), the Guest shall pay termination charges as listed in the Rules of Use. However, in the case when a special agreement as prescribed in Paragraph 1 of Article 4 has been concluded, the same shall apply only when the Guest is informed of the obligation of payment of termination charges in case of termination by the Guest.
- If the Guest does not appear by 2 AM of the accommodation date (In the event that an expected arrival time was specified by the Guest prior to the arrival, the time shall be considered to be 1 hour after the specified time), the Hostel may regard the Accommodation Contract as being terminated by the Guest.
Article 7. Right to Terminate an Accommodation Contract by the Hostel
- The Hostel may terminate the Accommodation Contract under any of the following circumstances. However, this paragraph does not mean the Hostel may refuse accommodation in cases other than those listed in Article 5 of the Hotel Business Act.
- When the Guest is deemed liable for their conduct or has conducted themselves in a manner that violate laws or any act against the Public Order and Good Morals regarding their accommodation.
- When it is recognized that the Guest falls under any of the following items (a) through (c).
(a) When the Guest is in a criminal group, a member of a criminal organization, an affiliate member of a crime group, or a person related to a crime group, or any other antisocial force.
(b) When the Guest is a corporation or other organization whose business activities are controlled by a crime group or a member of a crime group.
(c) When the Guest seeking accommodation is a corporation which any of directors are proven to be a member of an organized crime group.
- When the Guest is behaving in such a manner as to be an annoyance or done any act of aggravation towards the other guests.
- When the Guest is a patient, etc. or specified infectious disease.
- When the Guest acts in violation in accordance to this Terms and Conditions for Accommodation in particular.
- When the Guest who intends to stay at the accommodation commits or making an invitation to commit violent act or asks for a burden exceeding a reasonable range with regard to the accommodation (except when the Guest requests the removal of social barriers as provided in Paragraph 2 of Article 7 or Paragraph 2 of Article 8 of the Act on Elimination of Discrimination Against Persons with Disabilities)
- When the Guest repeatedly makes a request to this Hostel that us so burdensome in its implementation that it may seriously impede the provision of accommodation-related services to other guests, as specified in the Article 5-6 of the Enforcement Regulations of the Hotel Business Act.
- When the Hostel is unable to provide accommodation due to natural calamities and/or other causes of force majeure.
- When the case falls under the provisions of the Fukuoka City Hotel Business Act Article 10.
- When the Guest does not adhere or observe prohibited actions, such as smoking in bed, tampers with fire-fighting facilities and otherwise breaches Hostel Regulations stipulated by the Hostel (restricted to particulars deemed necessary in order to avoid causing fires).
- When a person other than the Guest is brought into the premises of the Hostel without permission.
- When the Accommodation Contract is terminated by the Hostel in accordance with the provisions of the preceding Paragraph, if the reason for such termination is based on the item (8) of the preceding Paragraph, no charge for accommodation services, etc. that have not yet been provided to the Guest will be made. In the event that the termination is based on any other reason, the Hostel will not refund the charges for accommodation services that the Guest has not yet received, and the Hostel will charge the Guest for a Penalty Fee.
- If the Hostel has terminated the Accommodation Contract in accordance with Paragraph 1, the Hostel shall not charge the Guest for any of the services during the contractual period the Guest has not received.
Article 7-2. Explanation of Termination of Accommodation Contract
In the event that the termination of the Accommodation Contract by the Hostel in accordance with the preceding Article, the Guest may request an explanation of the reasons for such Termination.
Article 8. Registration Regarding Accommodation
- The Guest shall register the following particulars at the Front Desk of the Hostel on the day of accommodation:
- Name, address, contact information, age, previous accommodation place or previously visited place (if have) of the Guest(s)
- Nationality and Passport number for foreigners who do not have domicile in Japan.
- Arrival Date and Departure Date (In yyyy/mm/dd format)
- Other particulars deemed necessary by the Hostel.
- In the case when the Guest intends to make payment of the charges in accordance with the Article 12 by any means other than Japanese currency, such as traveler’s checks, coupons, credit cards, etc., these credentials shall be shown in advance at the time of registration in accordance with the preceding Paragraph.
Article 9. Occupancy Time of the Guest Rooms
The Guest is entitled to occupy the contracted guest room of the Hostel from 4 PM on the day of arrival to 11 AM on the day of departure. However, in the case when the Guest is accommodated continuously, the Guest may occupy the guest room all day, except for the days of arrival and departure. However, this does not apply if the duration of stay is specified in the accommodation plan agreed upon by the guest
The Hostel may, notwithstanding the provisions prescribed in the preceding Paragraph, permit
the Guest to occupy the guest room beyond the time prescribed in the same Paragraph, in this case, extra charges shall apply as specified in the Rules of Use.
Article 10. Observance of Hostel Regulations
The Guest shall observe the Hostel Rules of Use established by the Hostel. The Rules of Use are posted within the premises of the Hostel.
Article 11. Operating Hours
- The operating hours of the Hostel are set forth in the Rules of Use. Detailed operating hours for the other facilities will be provided on the information sheet provided upon check-in and on notices posted in various areas.
- The operating hours specified in the preceding Paragraph are subject to temporary changes due to unavoidable circumstances of the Hostel. In such cases, the Guest shall be informed by appropriate means
Article 12. Payment of Accommodation Charges
- The explanation of accommodation charges, etc. that the Guest shall pay is as listed in the attached Table No. 1.
- Accommodation charges, etc. as stated in the preceding Paragraph shall be paid at Front Desk at the time of the Guest’s arrival or upon request by the Hostel in Japanese currency. Other methods of payment approved by the Hostel are traveler’s cheques, coupons and credit cards.
- Accommodation charges shall be paid even if the Guest, voluntarily, does not utilize the accommodation facilities provided for them by the Hostel
Article 13. Liabilities of the Hostel
- The Hostel shall compensate the Guest for damage if the Hostel has caused such damage to the Guest in the fulfillment or the nonfulfillment of the Accommodation Contract and/or related agreements. However, the same shall not apply in cases where such damage has been caused due to reasons for which the Hostel is not liable.
- The Hostel is covered by Hostel Liability Insurance to deal with unexpected fire and/or other disasters.
Article 14. Treatment when Unable to Provide Contracted Rooms
- The Hostel shall, when unable to provide contracted rooms, arrange accommodation of the same standard elsewhere for the Guest insofar as practicable with the consent of the Guest.
- When arrangement of other accommodation cannot be made, notwithstanding the provisions of the preceding Paragraph, the Hostel shall pay the Guest a compensation fee equivalent to the cancellation charges and the compensation fee shall be applied to reparations. However, when the Hostel cannot provide accommodation due to causes for which the Hostel is not liable, the Hostel will not compensate the Guest.
Article 15. Handling of Deposited Articles
- The Hostel will not take custody of any belongings, cash, or valuables of the guest. The Hostel will not compensate for any loss, damage, or other loss that may be caused by the use of the safety deposit box in the room at the discretion of the guest.
- The Hostel will not compensate for damages to articles, cash, or valuables brought into the Hostel by the Guest, unless the loss or damage is caused by the intentional or negligence of the Hostel. However, even in cases where the Hostel will compensate for damages, the maximum amount of damages shall be the contracted rate agreed upon by the Guest, except in cases of willful misconduct or gross negligence on the part of the Hostel.
Article 16. Custody of Baggage and/or Belongings of the Guest
- When the Guest’s baggage is brought into the Hostel before their arrival, the Hostel shall be liable to store it only in the case when such a request has been accepted by the Hostel. The baggage shall be handed over to the Guest at the Front Desk at the time of them check-in. The guest shall not leave cash or valuables in the Hostel. In the event of loss, damage, or other harm to the guest’s luggage stored at the hostel, the hostel shall compensate for such damages, except in cases of force majeure.
- However, the Hostel will compensate for the damage up to the amount of room charge per night for the accommodation contract concluded by the guest.
- In the event that the baggage or personal belongings of the guest are left in the room after the guest has checked out, the Hostel will, within the principle, wait for the guest to contact the Hostel for instructions. If no contact is made, the item will be handled in accordance with the relevant laws and regulations concerning lost property, as well as Interpretation and Operational Standards, etc. Valuables will be delivered to the nearest police station within 7 days, including the date of discovery, while other items will be disposed of after 3 months have passed. However, food, beverages, magazines, items that may harm the sanitary of environment, and other items equivalent to waste may be disposed of immediately even within the storage period.
- In the case of the preceding paragraph, the responsibility of the Hostel for keeping the baggage or personal belongings of the guest shall be in accordance with the provisions of Paragraph 2 of the preceding article.
Article 17. Liability in Regard to Parking
The Hostel shall not be liable for the custody of the vehicle of the Guest when the Guest utilizes the parking lot within the premises of the Hostel (including affiliated parking lots and other parking lots not managed by the Hostel, as it shall be regarded that the Hostel simply offers space for parking, whether the key to the vehicle has been deposited to the Hostel or not. However, the Hostel shall compensate the Guest for damage caused through intent or negligence on the part of the Hostel in regards to the management of the parking lot
Article 18. Liability of the Guest
The Guest shall compensate the Hostel for damage caused through intent or negligence on part of the Guest.
Article 19. Disclaimer
- The Hostel shall not be liable for any damage incurred due to intention or negligence of the Guest.
- The Guest shall be responsible for the use of computer communications within the Hostel. The Hostel shall not be liable for any loss or damage incurred by the guest as a result of interruption of service due to system failure or any other reason during the use of computer communications. In addition, in the event of any damage to the Hostel or a third party due to the result of inappropriate use of computer communications, the guest shall be liable to compensate for such damage.
Article 20. Language
In the event of any inconsistency or discrepancy between the Japanese version and any translated version of this Terms and Conditions for Accommodation in particular, the Japanese version shall prevail in all respects.
Article 21 Governing Law and Jurisdiction
- This Terms and Conditions for Accommodation and Accommodation Contract pursuant to this Terms and Conditions for Accommodation shall be governed by and construed in accordance with the laws of Japan.
- Any disputes arising from these Accommodation Terms and Conditions, the accommodation contract based on these Terms, or in relation to them, shall be subject to the exclusive jurisdiction of the Tokyo District Court or the Tokyo Summary Court as the court of first instance.
Article 22. Revision of the Terms and Conditions for Accommodation
The Hostel may revise the contents of this Terms and Conditions for Accommodation, including provisions regarding rates and services, in order to respond to changes in external factors such as economic conditions and related laws and regulations, or in the event of changes in the management and operation of the Hostel. In such cases, the Hostel will publish the revised version on the official site without delay and clearly indicate the date of the latest revision.

Remarks:
- The room rates are based on the price list posted on the official site and all Accommodation sites.
- Table above does not include Child fare.
- Preschool Children (0 to 5 years and 6 years old before entering elementary school) may accommodate with their parents free of charge, but for additional bedding, amenities, and meals, an additional charge will be applied.
- Preschoolers and Elementary school students are not allowed to stay in dormitory rooms; they may only stay in private rooms with their parents.
